Dubbed as the country's alternative to the Kyoto Protocol -- a treaty to cut industrialised countries' greenhouse gas (ghg) emissions -- the new us climate change policy is far removed from its objective. The policy, announced by President George W Bush at National Oceanic and Atmospheric Administration on February 14, 2002, will actually cause emissions to increase by about 30 per cent over 1990 levels in 2010. Under the Kyoto pact, which the us rejected in 2001, it had to bring down its emissions to seven per cent below 1990 emission levels.
