In providing an overview of this fairly complex subject it is probably easier to address the matter from two perspectives. That of the flag State, that is the government administrative body responsible for ensuring ships flying its national flag fully comply with international conventions for the safety of ships and seafarers and for protection of the marine environment from ship-sourced pollution.
