The various regional and nationally based port state control systems continue to identify a worrying number of ships with major safety and environmental protection deficiencies. Not only do these ships pose an immediate and unacceptable risk to general safety standards and to the marine environment but it also implies that the owners and operators of these unsafe vessels are gaining a significant competitive advantage over responsible operators. A number of operational and economic factors, along with a range of industry players, are associated with the operation of unsafe ships; however, the primary focus of this presentation will be on the role of the flag state.
