In many European countries policy-makers are seeking to reform their unemployment benefit systems. Although they often play a major role in cushioning people from the hardship caused by unemployment, the rise of European unemployment has meant that it has become increasingly difficult for the taxpayer to support these systems. Beyond that, there is a growing realization that unemployment benefits tend to augment unemployment, a matter of particular concern when unemployment is high.
