Abstract

Attempts at fisheries reform are blocked by a) inadequate technical and administrative abilities to run a fisheries management system; b) lack of funds to finance the transition of the fisheries to sustainable fisheries; c) the risk perceived by fishermen and other members of the fishing industry to adopt new and untried fisheries management regime and d) lack of understanding of the basic issues by the fishermen and managers. This paper looks at creating a Global Fisheries Reform Fund, with a relatively modest capital to assist in fisheries management reform.
