Why does the ‘Army of Kerala’ remain poor ? This paper examines the economic backwardness of fishermen of Kerala by comparing their per capita income with the percapia income of Kerala. The declining trend in fish landing is a major cause of concern. The climate change and the frequent occurrence of winds above 40 kmph in Arabian Sea have resulted in the considerable loss of fishing days. The livelihood of fishermen are at risk. The coastal development packages announced by the Kerala government in the recent budgets failed to raise up to the expectation of the fishers due to the delay in the preparation of a detailed project report for coastal development and poor financial performance by the fisheries department. Kerala traditional marine fisheries sector requires more attention and support from the government.
