Abstract

This report by focusing on how the geomorphology of Cuddalore District - such as its deltaic nature, the regular incidence of cyclones, the low elevation of the coastline and the narrowness of its continental shelf – impact the opportunities and risks fishing communities face. With climate change occurring, these patterns are very likely to modify further, challenging government agencies and fishers alike. At the same time, development is making a mark on the region, triggering land-use change, infrastructural expansion and coastal erosion. Therefore, provides the reader with an overview of these changes in Cuddalore District since our baseline of the 1980s. describes the process of industrialization in Cuddalore District over the past three decades. We focus on governmental policy that has initiated and promoted private-sector industrial development across much of the coastal region, but also on private initiative that has occurred in aquaculture. We are particularly interested in the effects these changes have had on coastal livelihoods and human development. Highlights the transformations that have taken place in marine fisheries. Parallel to events in other parts of India, the most prominent change in Cuddalore District is the rise of mechanized trawling. We examine how trawling has impacted marine resource damage and depletion, and how it has resulted in inter-fisher conflicts in urbanized fishing centres and the coastal hinterland. Attention is also given to how ring seine fishing, which has emerged since the new millennium, is affecting the profession. Examines the manner in which these geomorphological and socio economic changes have affected the wellbeing of fisher inhabitants, considering material, relational, and subjective dimensions. Our emphasis is on gender and the way men and women experience coastal transformation. It also touches upon how coastal inhabitants have protested with their feet, engaging in labour migration to other regions of India and other countries too. Chapter 6 focuses on political responses of fishing communities in terms of protests against developments that they felt were contrary to their interests and wellbeing and highlights some of the challenges faced.
