Since 2021, ILO’s 8.7 Accelerator Lab programme supports the Indonesian government to establish and strengthen labour inspection of fishing vessels to improve monitoring of forced labour and other labour abuses. As part of this support, the Labour Inspection Directorate of the Ministry of Manpower (MOM) and the Ministry of Marine Affairs and Fisheries (MMAF) conducted a series of consultation meetings to refine a field Guide on labour inspection on board fishing vessels. Together MOM, MMAF, and the Ministry of Transportation (MOT) with support from the Coordinating Ministry for Maritime and Investment Affairs (MARVES), conducted two pilot joint inspections in the ports of Bali and Jakarta in September 2022. Those pilots provided critical feedback to refine the field guide. Based on the lessons learned from previous ILO projects, ILO Accelerator Lab 8.7 is, therefore, willing to re-energize the development of labour inspection mechanisms in the fishing sector, which will bring together the Ministry of Manpower, the Ministry of Marine Affairs and Fisheries, the Ministry of Transportation, and provincial governments. Through this initiative, the ILO Accelerator Lab 8.7 programme (AL) aims to provide a series of knowledge-sharing and technical meeting sessions to improve the existing labour inspection model including on-site training simulation to conduct onboard labour inspection in fishing vessels. This is expected to accelerate the replication of promising practices and identify new solutions to end forced labour and child labour, particularly in the fisheries sector. Early 2023, the MOM finalized the guide and is developing together with MMAF a dissemination strategy to implement the guide at the provincial level in all relevant ports. The Guide aims to ensure effective compliance with applicable labour laws and regulations on board fishing vessels. It is intended to be a basic field guide for carrying out labour inspections on fishing vessels in Indonesian ports to ensure quality and consistent visits by enforcement authorities who have a role in labour inspection. Those joint inspection efforts are also enshrined in a recent memorandum of understanding between MOM and MMAF in September 2022, which encourages joint inspection efforts of fishing vessels.
