Mariculture requires high-quality development (HQD) because marine pollution caused by traditional extensive mariculture has become a global environmental problem threatening its multi-functional role. Herein, the mariculture HQD connotation was clarified, and its multi-dimensional evaluation system was established involving green development, driving forces, industrial structure upgrading, and people’s welfare. This research covers the beginning transformation period from quantity to quality priority and the HQD gradual promotion period of China's mariculture. The HQD indexes of major mariculture provinces were estimated using entropy method, and then the national HQD index was obtained by weighted average based on the proportion of each province’s output-value to the national total. The spatio-temporal characteristics of mariculture HQD were described using Kernel density estimation and Dagum Gini coefficient. The results indicate that mariculture HQD is a fluctuation-enhanced process with regional differences, and each subsystem is suffering from obvious development imbalances. The development-level of East China Sea was higher, whereas that of Bohai and Yellow Sea was lower. The analysis of the weights and growth rates of subsystems showed that green development and industrial structure upgrading were the main reasons for HQD increase, while the Dagum Gini coefficient results verified that industrial structure upgrading and people’s welfare were the main contributors to regional disparities. Overall, China should reduce production costs of eco-aquacultural models, accelerate formulation of new industrial standards meeting HQD requirements, pay more attention to policies benefiting ordinary people to improve fishermen’s welfare. Moreover, different regions should implement priority development policies based on their specific shortcomings in HQD.
