The parlous work conditions of fishers have recently prompted action across different regional fisheries management organizations (RFMOs), raising questions about which fora are best placed to address these concerns and what particular work conditions may be addressed. This paper seeks to consider current developments in RFMOs, focusing on the development of a binding Conservation and Management Measure (CMM) in the Western and Central Pacific Fishing Commission (WCPFC). In doing so, the discussion indicates the progress and the limits in RFMO action to date in responding to forced labour at sea. The paper concludes with observations about the importance of the developments in RFMOs to date and some of the remaining challenges ahead.
