This discussion paper is informed by the Kunming-Montreal Global Biodiversity Framework, South Africa’s NBSAP, and the NRGF. The paper shows that systematic application of the NRGF can address critical governance gaps in South Africa's biodiversity management while positioning the country as a global leader in demonstrating how rights-based approaches enhance both conservation outcomes and human well-being. The paper concludes with a call to action for various stakeholders to strengthen rights-based governance in South Africa’s NBSAP. For government, immediate steps include NRGF adoption, resource allocation, and leadership commitment; medium-term actions involve legal reviews, capacity building, and pilot implementations; long-term goals focus on systemic transformation, legal reforms, and international leadership.
