Abstract

Alfredo Sfeir-Younis's 1980 working paper, Small-scale fisheries development: a challenge for the 1980s, underscores the critical, yet often struggling, role of small-scale fisheries in the social and economic fabric of developing countries. Representing a vast labor force—approximately 12 million full-time and double that in part-time fishermen—these fisheries are vital for food security and income generation. Sfeir-Younis identifies key challenges, including low incomes, limited market access, and inadequate technology. To foster rural development, employment, increased protein availability, and social equity, he advocates for integrated development strategies. These strategies should prioritize improved infrastructure, provide necessary training, and promote sustainable resource management, aligning with the World Bank’s focus on poverty alleviation through fisheries.
