Abstract

If not properly regulated, monitored and controlled, transshipment can create opportunities for illegal, unreported and unregulated (IUU) catch to be laundered into the seafood supply chain. The 2022 Voluntary Guidelines for Transshipment (VG-TS) describe minimum standards for managing transshipment and landing activities which, if widely and effectively implemented, can guard against the infiltration of IUU catch. This handbook explains – with the use of examples and diagrams – the principles embodied in the VG-TS with the aim of promoting greater understanding and uptake. It discusses in detail the characteristics of landings and transshipments and how to distinguish them. It then outlines the essential components of proper regulation, monitoring and control of each activity. It describes how flag, port and coastal States each have a role to play in gathering, verifying and/or sharing information that documents legal provenance, thereby confirming both legal origin and traceability. Step-by-step instructions for controlling landings and transshipments are provided to help construct new management systems or to benchmark existing ones.
