The paper looks at conflict and consensus in the decision making processes and stakeholder involvement in decision making, and the recent development of the institutional/legal framework of the ITQ-system; as well as whether the ITQ-system has consolidated its position in the industry and whether there are signs of conflict resolution and consensus after more than a decade of bitter conflicts.
