Abstract

While most governments say they want to halt subsidies that encourage overfishing and excess fishing capacity, many demand the right to continue subsidising fishing by "small" vessels. But small boats are already causing big problems in fisheries around the world, and "small scale" fleets can be major competitors in international trade. As governments discuss new WTO rules to limit fisheries subsidies, relaxing the rules for "small boats" would be a bad idea.
