This paper focuses on the increasing conflict and competition over natural resources in Thailand's coastal areas and how the government, the NGOs and the small scale fishing communities have reacted thereto. In order for community based management to succeed, a) local communities must have a strong understanding as to what constitutes fisheries violation; b)coordination and response of enforcement agencies to improve dramatically; c)resolve conflicts regarding interpretation of resource rules; d) decision making and representation within Thailand's political system must be accountable.
