Alfredo Sfeir-Younis's 1980 working paper, Small-scale fisheries development: a challenge for the 1980s, underscores the critical, yet often struggling, role of small-scale fisheries in the social and economic fabric of developing countries. Representing a vast labor force—approximately 12 million full-time and double that in part-time fishermen—these fisheries are vital for food security and income generation. Sfeir-Younis identifies key challenges, including low incomes, limited market access, and inadequate technology. To foster rural development, employment, increased protein availability, and social equity, he advocates for integrated development strategies.
