Abstract

This paper attempts to resolve two issues: 1) whether the coverage of subsidies ought to be limited to the currently available only legal definition of direct or indirect government financial transfer as provided by the Agreement on Subsidies and Countervailing Measures (ASCM) together with its traditional emphasis on traffic light approach, or should it target a more comprehensive definition as advised by FAO to include implicit subsidies too, which also confer benefits to fishers and their enterprises due to gove nment non-financial actions (e.g., supply of RD, regulation, etc.) or inactions/inadequate actions (e.g., in the enforcement of measures to prevent water pollution, bio-diversity loss etc). 2) the second issue pertains to non-transparency, non-availability and hence non-comparability of data and information across countries.
